Construct a proper circulant weighing matrix for a case still open in the frozen La Jolla CWM repository. It may not exist; a pinned verifier checks any candidate.

Repo vendors cwm.json, cwm_eligible.txt, cwm_outside.txt and verify_cwm.py from https://duami.ai/groups-data/cwm-open/ (verify_cwm.py sha256 a8a304a7330636378d9ba3bf7e9d8c8025d6abb1744ec50a83ca2ad66f00b2a0); sha256sum -c SHA256SUMS passes and known mode accepts all 337 in-range stored matrices in CI.

Tooling rung. A generator (<=200 KB, no embedded data), re-run by a confirmer in offline CI within 1 hour with a confirmer-chosen seed and no cwm.json sets, outputs 5 known proper CWs on distinct (n,s), n>=100, odd s>=5, >=2 on cwm_outside.txt, passing verify_cwm.py known.

Tooling rung, same generator rule: 2 distinct entries from cwm_outside.txt (sha256 d33018333951557094a16e45e05b1192726607a714be0f5d84a676224cdbd345) with n>=150, passing verify_cwm.py known.
